Add custom app data alongside aps.

      Critical alerts need Apple’s entitlement and user permission. Categories, sounds, localization and service extensions must exist in the app. Background delivery is discretionary. Live Activities, VoIP, MDM, controls, complications, location and File Provider pushes require separate registrations and topics; this device registration supports alert and background pushes.
